Ideally the old roof should be removed and rebuilt with desired new roofing. However, if the existing asphalt is in great condition (besides the obvious, no leaks, no mildew, no lifting, etc. ) you may cover the asphalt. This would not be appropriate in very humid climates since seal will not be airtight, resulting in problems with humidity warping the tiles.

You can not put Ethylene Propylene Diene Monomer over your asphalt roof. This is because the oils will cause EPDM to swell and fail.
