American law states that any child born in the United States is considered an American citizen. The only exception is if one parent is an ambassador or leader of another country. This is the origin of the "anchor baby" phenomena, in which the mother comes pregnant to the US to have the baby, creating a citizen in the family.

Yes a visitor can give birth in the United States. The child will be considered a citizen because, being born in the united states grants automatic citizenship. The mother can stay in the United states and raise the child.
