Can a person with a felony conviction for violent crime get a passport to go to France?

No you cannot get a passport to France if you have a felony conviction. You will have a hard time getting a passport to any country.

A person that commits a heinous act will lose any privleages that they may once had. That does include your passport, or any other luxury that you had before you commited the act of violence.

Technically, yes. It depends on the terms of your sentencing. Your best bet is to consult a lawyer to find out whether you can legally travel out of the country.
