Yes. People who are former felons can get passports, as long as it doesn't violate terms of parole, probation, or sentencing.

No felons are not eligible for passports to most countries. This is for safety reasons and because people that commit crimes are likely to do so again. If a criminal has a valid passport they are a flight risk.
