Are there laws against employers removing money from paychecks for minor offenses?

My employer is removing money from my paycheck.

Yes, there are. Your employer cannot adhoc remove money from your paycheck. There are probably ways that penalties for enumerated financial offenses can be built into an employment contract, but you need to be given explicit advance notice, and be well aware of these possible penalties. There usually is also a hearing too. Your employer is breaking the law.

Although laws vary from state to state, employers may not generally assess fines against employees or dock their pay for work-related offenses. One major exception to this is if there is a union and this is included in the collective bargaining agreement. Otherwise, however, it is probably illegal.

It depends on why the employer is deducting money. There may have been a government garnishment put on your paycheck to collect the fine for the offense. If that is true, your employer is required to deduct from your paycheck and forward the funds to the government agency that requested it.
