Are offset toilet flanges better?

This primarily dependent upon the amount of space you have in your bathroom and the type of toilet you are installing. For the most part I would recommend a standard flange as this is less likely to clog and cause problems in the future.

They aren't better they actually cause more issues. They are only better if you really need to put a toilet in a specific place.

Offset closet flanges are the answer when a regular flange won't position the toilet correctly. This may be because the sewer drain is too close to a wall not allowing enough room to istall the stool.

Better than what? A offset flange is to allow you to slightly move the toilet 2" in any direction. Its for when you redo flooring and walls.

Yes Ofcourse Offset Toilet Flanges are better to be installed in every houses. But with all the correct toilet fittings.
