Muzzles restrict the dog's freedom and cause frustration, so they should not be required in dog parks If a dog is frightening others by biting (as opposed to nipping playfully) then its owner should take it home. If the owner refuses to remove the aggressive dog, the other pet owners should report the incident.

I think it depends on your dog. You have to know his temperament and what the dogs' behavior is like around other dogs. If he has been aggressive in the past, it would probably be a good idea until you can work with the dog in social settings to get him trained properly in this environment.

Muzzles aren't necessarily required in dog parks but you chould check city ordinances to be sure. If they are, there should be a sign posted in the park. If your dog is aggressive or unfriendly towards other animals, you shouldn't take them to a dog park at all, but if you do you should definitely use a muzzle.

Owners of dogs are responsible for their dog's behavior. They should not be bringing their dogs to a dog park if the dog is known to be aggressive or if the owner has any question that they can control their dog. I do not think that muzzles should be necessary.
