Sometimes ingrown hairs are caused by razor burn. maybe on average 20% of the time. Ingrown hairs are usually caused from hair that grows in abstract directions under the skin.

Ingrown hairs are caused by hairs that grow and are not able to fully break the skin. Typicallyt, African-American men have thicker skin and cxurly hair. The curly hair tries to grow out but because of its curly nature and the thick skin, the hairs grow under the skin.

No, ingrown hairs are not caused by razor burn. Razor burn and ingrown hairs are just two consequences of shaving with a razor. Ingrown hairs are caused by shaving, if one of your hairs becomes bent or disfigured it can grow back painfully, known as an ingrown hair.

I think that they can be caused by razor burn as i have had ingrown hairs after this. However i do not think that this is the exclusive cause of ingrown hairs and i think you can get them without having had razor burn.
