Some dwarf rabbits have flopped over ears and some do not it depends on the breed or mix of breeds. Rabbit breeds with ears that hang down are called Lops including Mini Lops. In other rabbit breeds, hanging ears may indicate a health issue such as ear mites.

The ears of dwarf rabbits really depends on the breed. Those that do have hanging ears are called Lops. Bent or "lopped" ears could also be a sign of mites.
